IN THE WEE HOURS of the morning of August 4, 2004, the Michigan State Legislature passed legislation rewriting the rules by which the people of Detroit can regain control of their public schools system. The amended legislation, sponsored by Democratic State Senator Buzz Thomas, changed the options of the ballot initiative that will face voters this November. [more]
